Peter Milliken

Peter Milliken studied law at Queens, Oxford and Dalhousie Universities and practiced in Kingston. As a student he developed an interest and deep knowledge of Parliamentary Procedure and The Constitution. In 1988 he contested the Federal Riding of Kingston and the Islands, defeating long time Progressive Conservative incumbent Flora MacDonald. The Party were in opposition at the time having suffered a stunning defeat following the retirement of Pierre Trudeau. Mr. Milliken became the Liberal Critic for Electoral reform and a party whip.

He supported Jean Chrétien for the leadership in 1990 and in 1993 the party swept away the Progressive Conservatives to form a majority government. In 1997 he became Deputy Speaker of the House and became Speaker in 2000. He continued as speaker under three Prime Ministers, three Governors General and four Parliaments. At his retirement in 2011 he had served as Speaker for over a decade and was easily the longest serving speaker in Canadian history. During his tenure he was required to cast five tie-breaking votes including one on a confidence vote. He was widely recognised as the leading authority on Parliamentary Procedure in all countries with Westminster-style government.


In addition to his Parliamentary and Law careers Peter is a musician, patron of the Arts and other Charities and a dedicated outdoorsman.
